Hi there,
From my experience, the rest of Argonath servers only temporarily remove the weapons that the player has while he is in the cell and then returns his previously had weapons upon his release. I think this makes sense as there should be some initiative to surrender instead of keep fighting to the death, as at this point apart loosing cash on hand, there is not much initiative to surrender rather than fight the cops or keep evading.
Basically, I think that all legal weapons should be returned to the player after he is released from jail, while only the illegal items should be seized (this also means money gained from illegal mini missions).

While I understand where you're coming from, why would cops literally give back weapons that were used in injuring/killing other cops and/or civilians?
Losing money you've acquired illegally would also sting really hard. So hard it would motivate criminals not to surrender even more.
Besides, I think most people enjoy the action, be it in the form of a car chase or a shootout in any kind of environment.
Surrendering happens really just to avoid death; I completely understand the issue you are trying to address, but you are literally telling criminals that they can commit a crime and then /sur and get away with it if it's not minimission or heist related (which is literally 80% of engagements these days).
You are meant to be sanctioned after commiting a crime one way or another.

Criminals surrendering opens much more roleplay opportunities, such as suspect processing, investigation, interrogation, and also opens up a possibility of the criminal being taken to court, which is sanction enough in my opinion.
Perhaps there should be a monetary penalty of, perhaps, a 500 - 1000 monetary fine for being jailed, that also gets deducted from ones bank account if they have no legitimate cash in hand.

It is in the interest of the player how much he wants to roleplay. Besides, those that do want to roleplay scenarios like these can always engage it themselves. They do not need a mechanism for it.
There's no point for deducting money from suspects when DaniGold literally writes court cases for people not paying tickets :lol:
You already lose 250$ + other weapons of various value.

The incentive to surrender would and should be "well there's no way in hell i'm gonna get away and I don't want to die".
Problem is, most of the people that i've discussed why they won't surrender told me that the main reason is their massive fucking egos "hurr fuck no dude this will make me lose respect i rather die". The problem is that too many people prefer to stroke their e-penis rather than having meaningful RP.
Now ofcourse theres the risk of being taken to court, yes. but again, its because people prefer their fake ARD over having RP.

I think the actual problem here is the lack of ways for cops to arrest suspects in a non-lethal manner. This is the main reason why I wanted to add a stun gun and cuffs into the server. Unfortunately, adding those in to the 3.0 script will just make the script even more complicated than it already is. I also haven't completely figured out how to add the cuffs in and if a client-side shot detection for the stun gun is a good idea (I wanted server-side shot detection but there aren't any efficient way to do so as of writing this).

When I was in sapd, surrender was the option to enhance roleplay to like even 2 hours straight. First sapd put their hands on you then fbi interrogate you.
In vcmp, surrender feels equal to dying but with less action so what will make me surrender? I am going to lose my things anyways.
Post surrender interrogation should get you messed hard tho as it opens a wide area for court cases to be made on a person.

Well what if I evade a traffic stop and lose all my stuff? Atleast it should be such that if someone uses guns then their items are confiscated but not if no guns are used. Well yeah drugs and other illegal guns should be taken away if jailed.

It's getting a bit too complex, because its hard to think of some kind of system that would allow cops to handle criminals properly, i.e. taking only what was used in the crime for example. If this was made available for all cops, there'd be risk of abuse by newbs and etc.

Items you carry are confiscated because 90% of the crimes are homicides or automatic suspection for attempted homicide.
If you surrender and work with the cops, they might allow you to drop some items in a crate or a briefcase prior to being jailed to allow you to keep your items (know that doing this without cooperation from both sides will be counted as script abuse and can get you punished).
The scripts works exactly as intended and is not going to be changed to accommodate the odd scenario when guns aren't involved. That's up to you as players to figure out yourselves.
Also getting jailed is not something we wish to penalize players for in a strict monetary value (as in a fine). This is unrealistic as fuck and works only as further incentive to never surrender. Court is in place for fines and what not.
Also I agree with DaniGold. People don't surrender most of the time because;
1) shooting is way more fun to them
2) surrendering means you open yourself for possible court cases
3) Sitting in jail is not fun, playing the game is :D

In VCS there is an option of giving bribe to get back your weapons after getting busted. I think it would be cool if it is roleplayed here...

Then I assume that some sort of stun and cuffing mechanic being implemented in RS4 could be a way to go? With restrictions, obviously. I think that only those with VCPD permissions should be allowed to be able to use the stun gun and it should be regulated by a rule that if a suspect is actively fighting with a firearm, stun gun cannot be used.
