This isn't necessarily something that I believe should be implemented, but I thought I'd rather share this instead.
I remember back in the good old days when vehicles weren't exactly everywhere; the more powerful vehicles were a lot rarer.
Maybe we could implement a sort of cooldown when a vehicle is smuggled, like it will have a delayed respawn depending on how powerful or rare it is (aka PCJ and Hotring Racer would have the longest respawns), since they are quite uncommon anyway, especially Hotring.

This can be easily abused to target a player's vehicle to make it unavailable to them for an unreasonable amount of time.

I'd rather start impounding inactive player's vehicles as well as removing State vehicles to balance out the numbers.
We will not, however, lock a player's car behind respawn timers.

What if there were some "Special crane missions" that appeared from time to time, listing a player owned vehicle together with the owner, which would pay a four number figure. However, the owner would have to be online and he would be notified that his vehicle is being targeted by car thieves. The police would also be alerted. If the car would get smuggled, it then could be inaccessible for like twenty minutes.

Nah, vehicle smuggle needs a nerf.
It was never meant for veterans to make millions out of, it was meant for a little something for newer players to do on the side to get some starting cash.

If anything the script itself could use renewed mechanics other than just driving cars into the pickup.

I do like the concept of what Huntsman is talking about, I just don't think we should ever specifically make the script request an owned vehicle to be smuggled for even more money than it already does (it's broken as fuck for regulars, like Kessu mentioned). Especially if that person is online, as we have the /lock system! I do think it would be a big improvement to make car smugglers locked in on State vehicles only, AND that you receive a license plate of a specific car they are looking for. Almost every vehicle in our server has a State car duplicate of it, which makes it a lot more challenging to find the right vehicle and therefore way less overpowered.
What I also would like to see added is that you automatically get wanted for smuggling a vehicle when cops are nearby, exactly the same as during a crate mini-mission or jewelry store robbery! Now you just magically get prevented to smuggle because there is a cop on the other side of that warehouse.

I agree. Vehicle smuggling shouldn't be blocked by cops present. Instead, players should get wanted if there is a cop in the vicinity. Perhaps, if the criminal smuggles the car with a cop near-by and gets wanted, he could get a message like "You're too hot. Come back once you lost the cops for your payment" and would only get payment after he would return to collect it once/if he evaded.

Its not better getting wanted automatically, no cop would visit Vice Port then.. The current system is OK. Not that I'm a afraid cop, but I'm human as well, suppose four players smuggling vehicles at same time. Even two is a lot. I think we have a lot of more jobs than chasing smugglers all time.
