Title: Assessing issues with property taxes

Hello,

We are investigating issues with the property tax system but need more precise information to determine the point in which the error is occurring.

Is the following fixed already:

When a property is in foreclosure /paypropertytax doesn't work, so you have to sell and rebuy the property?

Also not sure if fixed:

When property is in foreclosure you cannot access /containers and /objects too i think.

If the property that is in foreclosure has Containers in them, you can't pay taxes because it is in foreclosure, cant sell because it has containers in it, and cannot access /contains to remove them from the property.

This issue will be fixed in the following patch.
