In the last few months, the department was under maintenance and continuous development. Trainings, guidelines, new academy, general structure of the department and many other changes that took place in the last period.
Some of those changes require permission and some rights to work efficiently within the city.
Let's start our case with the general structure of the department.
Since the foundation of this department, the stations or divisions that were created before by the old leadership and the former Commissioner of Argonath RPG Fire Departments, were four stations.
Unfortunately, none of those stations were introduced clearly to the public nor to the Fire Department Personnel.
However, we've archived those stations and worked to create our new stations which are going to be introduced below.
Those stations are :
Fire Rescue Division. (Station-1)
Airport Fires Division. (Station-2)
Fire Prevention and Investigations Bureau.(Station-3)
Part l : Introducing our FDLC divisions.
Station-1 Fire and Rescue Division: The main Fire Suppression division of Liberty City Fire Department. The station usually perform general fire suppression tasks within the streets of Liberty City. It provides many kinds of rescue services to the citizens of Liberty City.
Firefighters of Station 1 are highly trained for the following tasks :
- General Fire Suppression.
- Public Safety and Rescue.
- Motor / Vehicle Accidents.
- Biological, chemical and radioactive hazards.
- Defusing all types of Bombs.
- Suicidal Negotiations.
- Large-Leaks Repairing.

- - >Rights to participate with other Law Enforcement Agencies and that our members should be called too to assist in the following : ☆

- - >>Personal Suicide Situation; we can provide huge air bags, ladders,..etc.. ☆
Station-2 Airport Fires Division: It operates within Liberty City Airport and areas surrounding it only. Firefighters of Airport Division are highly trained to suppress heavy types of fires caused by planes and helicopters. Firefighters of Station 2 are trained on the following tasks :
- Fire Suppression within Francis International Airport(FIA), and areas surrounding it.
- Inspect and declare safe/hazardous of any establishments, businesses, buildings, vehicles or any such object within the Francis International Airport.
- Providing Safety equipments to planes, helicopters, or any establishments within Francis International Airport to prevent the fire.

- Recognization of the station to work officially with its responsible tasks.
- Copyrights for the station's names and abbreviations. "Airport Fires Division, Francais International Airport Fires Division, The A.F.D, and The F.I.A.FD"
- Ability of our members to close down all entrances of the airport and stop the navigation of the airport for a period of time ONLY in case of a critical fire or emergency situation with the help of the LCPD. ☆
- The ability of Station 2 members to inspect/investigate causes of fire within the Airport or any public establishments near it.
- Issue some specific safety equipments to the needed establishments within or near Airport.
Station-3 Fire Prevention and Investigation Bureau : It operates all over the city except Francis International Airport. This station is responsible for public safety, forensic investigations, fire inspections and preventing the fire .
Its' tasks :
- Inspections of any public places, government buildings, and important areas to make sure it's provided with safety equipments.
- Investigations of Fire causes.
- Public Safety Education and Awareness.
- All requirements for Fire Prevention.
- Managing Fire laws applied in Liberty City.

- Inspect and investigate causes of fire at anytime for any public establishments or organizations. (Such as Police stations, hospitals, hotels and Gas Stations..etc)
- Issue Safety equipments to the needed establishments or to big shops/malls. (Such as Grotti, Dealerships, restaurants..etc.)

Greetings LCPD's Command Staff,
Firstly, we thank you for receiving this letter.
In the last few months, the department went under huge maintenance and it's still under development until now.
We within the department have discussed about many changes and new systems to promise a better and safe environment for our citizens.
From the changes we took, is the general structure of the department. Now, our department consists of three stations which are not recognized yet. We will have a public court case soon for that. However, those stations require some permissions to be granted to work efficiently within the city. We've talked with the Judge of Liberty City unofficially, and he advised to take LCPD's statement regarding those rights/permissions too.
We will introduce the stations that require permissions to you and the required rights below.

The LCPD & N.O.O.S.E does agree on the Liberty City Fire Department responding to situations regarding to high hazardous harmful material to human life of the citizens to the Liberty City, which this should dealt with experienced and trained personnel and with equipment the LCFD holds which should be contained in experienced hands of ranked members of the Fire and Rescue Division.
Suicide situations, is a important crucial complex situation which requires heavy special equipment the LCPD has limited duties upon to handle, with more better equipment from the LCFD will be a huge benefit in this case.
Additionally, LCPD will support this with allowing our staff members to call LCFD to attend situations and allow the complex tasks to be dealt with the LCFD if beyond LCPD's & N.O.O.S.E control to give suggestions to the leader and gives a much better resolution to the situation.
LCPD & N.O.O.S.E approve and support all above as mentioned.
Airport Fires Division
The Liberty City Fire Department should have a Official Department base, including a duty point, located at the Francis International Airport with stored vehicles, for increased stronger and faster response teams in that area which surrounds the Airport and nearest Industrial parks for improved situation calls.
If Liberty City would wish to close off the Airport, a Department this benefit of a base inside will give a much improved better control of the Department and Vehicles & Crew will be able to have much better equipment and will be able to block off entry points or any area the Fire Dept wish within the perimeter of the Airport (Including dirt roads, gates) alongside working with the LCPD via cooperation on the Radio and allowing updates of the situation with validation only if there is a fire or hazardous disasters occurrence, the Fire Department will have full authority in this.
We support this, but more benefit will be if the Fire Department Station is opened inside the Airport with Fire Department vehicles.

We would like to thank the LCPD and NOOSE for their support to us.
Part lll : Implementation of a new system for a safe future.
Liberty City Fire Department is in a continuous development and there are already some discussions about new ideas to implement for a safe future of the citizens of Liberty City.
Our idea for now is implementing Safety Standard Equipments System which means that we aim to provide all public establishments/organizations with necessary safety equipments. (Fire alarm, Smoke alarm, extinguishers..etc).
This system's goal is to decrease rate of injuries in emergency situations.
This job is mainly tasked to the members of Station 3 but in case of absence of Station 3 members, station 1 members will be able to perform this task with Command Staff permission.
How will the system work?
• First thing, we will give a minimum of 2 months as a trial period for all owners of shops, restaurants, malls or dealerships to send a formal request with information about their property (Type, Working time, location..etc)
• Next, our Station 3 members will settle a day with the owner to inspect his property and then start installing the required equipments.
• The establishment/shop will be marked in our database as "Approved Safe". To keep track of what establishments have been checked and what haven't been yet.
• After those two months end, we are thinking of proposal a new Law that takes effect immediately.
" Act XX
All public shops, establishments and organizations should have safety equipments issued by the Liberty City Fire Department installed."
"Breaking this act after an official warning by the FDLC is punishable by a fine of 1000$ Argonath RPG Dollars." (Can be changed if the court deems so.)
"Act XXX,
Only FDLC members are the ones who are allowed to maintain, remove or add those equipments. Anyone who is not an official FDLC member are prohibited from attempting to do any of those tasks.
FDLC is not responsible of those actions and if anyone caught doing so, a lawsuit case will be submitted against him."
Hence, if the FDLC members finds a building without safety equipments, they will warn the owner to send a formal request on internet (our forums).
The owner will have one week to do so, otherwise FDLC members will call a police unit and issue a fine of 1000$ Argonath Dollars for not having the equipments nor requesting to have one with the given period.
In case of owner's absence (from In-Game) a lawsuit case may be submitted against the owner.
•At the end, we didn't forget about the owners of those buildings or the employees who lack knowledge about how to use those equipments and what they should do in case of emergencies.
We have already prepared "Public Awareness courses" on how to protect themselves from fire hazards as well as how to use safety equipments in case of emergencies. Those courses are for free and can be given to anyone at anytime.

- We wish to have a discussion with the court about this system and whether it can be approved or not alongside with the suggested laws.
