i did "can i run it " test and the prob is on my CPU
so is there any mod or anyway i can run GTA V with this ?

Speed is good enough. I believe GTA 5 is optimized enough to handle the cpu. But the ability to play the game smoothly depends on your Graphic Card more than the CPU. Trust me I tried this

It will be able to run but it will be laggy.

Your CPU is capable of handling GTA V as long as you do not attempt full graphics.
Since you are on a laptop tho', your GPU might not be up to the task.

you can run it ,, gta v depends on ram and graphics card , it used 30% of my processor max as i noticed (mine is i5 , yours better )

4 GB RAM with Windows 10 might give you a hard time. GTA V has memory leak issue, it will start stutterting after 10-15 minutes of gameplay to a point where it will become unplayable. I might work well on windows 7 tho.

Yep i am on 4 GB ram 1600 MHZ , i am on high setting i only restart the game after 2 hours of playing and sometimes it go up to 4 hours but it gonna super slow on 15 fps or something .
Note that low setting stress ram but on high the stress is divided to ram and vga as i noticed so lag on high depends on vga not ram
