like anims and sounds, I think player paroles should be able to be saved so the player can use them through shortcuts:
for instance: instead of repeating the same phrase once someone meets a player ("hey, I am a DGSE agent working undercover in vice city" for example)
he can use this "/addparole 1 hey, I am a DGSE agent working undercover in vice city" and when he wants to say it he must type "/say 1"
this'll save a lot of time, especially in chases and fast-paced rp scenarios.

Not entirely same idea, but I think that some of the key VCPD sounds should be added to keybinds. For example, perhaps you could add a /m1 command which would shout "This is the VCPD, pull over to the side of the road!", then /m2 "VCPD, stop and surrender now!", and /m3 "Stop and surrender or we will open fire!". All of those commands would play one out of the few chosen situation appopriate VCPD megaphone sounds.
