Hello everyone!
Due to the ongoing struggle of people holding onto properties for dear life, without any actual reason nor have they ever even tried to roleplay with their property we're going to introduce the following system:
Any group may request the usage of a property, HQ will review the property in question and will determine if it meets the requirements. One of the following cases should apply:
-The player has not actively roleplayed with said property
-The player is only holding it for a group, yet does not roleplay with it.
Exceptions:
-The property has been connected to a group for a long time, for example the headquarters of Corleone or Gvardia, AoD's corner inn etc.
-The property is a government building.
-The property has been bought from a government auction less than 30 days prior to the request.
-The group requesting the change of ownership does not meet the activity standards.
Requirements for the new group:
-Be active.
-Have a actual purpose for the property and use this actively.
-May only request one property(This may change depending on the situation)
This system will be put on a trial to see if it yields the expected result.

All criterea above are subject to change at HQ's discretion. The above is only applicable for groups, not for individuals.

So you admit people hoard properties yet won't take direct action by selling them to make way for new owners. It's known certain groups here have hoarded properties for years by abusing the courts, came online to just pay tax or switched owners amongst themselves.
If people aren't playing them sell them, there's no reason to make people fill out a survey to ask if the owner is active.

I think that is exactly what we're doing? We're not going to strip away ammunations, group HQ's and the like for now while it would just mean someone else can add it to their "collection". Through this method we can actually make sure that said properties will be put to use.

As long as this is not abused, it doesn't seem it can go wrong.

Fuck roleplaying in a property. Rarely happens.
If a property is used then it shouldn't be sold, no matter how much someone cries about wanting it. Nothing wrong in owning a house and using it to store a couple of things, hell, even furnitures if you want.

I also think if you're doing this between groups then both groups should have a saying in it. Some properties may be owned for turf purposes, some just to annoy the other group and some properties may have a meaning or significance.
Also, how will someone claim my clucking bell? I store it when I pay my taxes ( based on sales ) and then leave, do I need to start RPing a cashier in order to keep it?
