Update list RS6.1.6

Script Changes:

• Added map icon for Fort Carson Terminal
• Added map icon for Fort Carson Medical Center
• Newcomers will now spawn at Fort Carson Terminal
• Added DrugMarket NPC at Fort Carson behind Medical Center.
• Removed emergency alert
• Bus drivers can now set their rout displays by using /destination Destination
