A tiered driver's license system.
Without a license you can only buy the shittiest of shitty cars including the likes of Manana and Idaho.
Then we have x amount of tiers and on the highest tier you can buy vehicles such as Infernus, Cheetah and PCJ.
On top of it I'd also propose a limit of bought vehicles to 2. Then you get the option to pay a fee to buy more vehicles (up to a maximum of 4).
We would NOT however add a script restriction of buying vehicles without license (only to buying more than 2 vehicles without fee). This gives the police the ability to check up if someone is indeed breaking the law that way :rolleyes:

Looks very promising indeed. I also hope that the Driving School system is implemented, though. So that it actually becomes interesting. :)

I don't like this idea. A drivers license does not determine what kind of car you can buy/drive, and we shouldn't have any kind of restrictions like that. The difference between a Manana and an Infernus should be based on how much wonga you've got.
HOWEVER... we can add Car, Bike, Boat, Pilot training which would legally allow you to navigate each one.

This seems ok. Not entirely sure what the actual benefits of having a system like this are though?

I'm for tiered licenses, but only for car/motorcycle/heavy(bus/truck)/marine/pilot and the like.
Furthermore, rather than buy vehicle licenses, I would go for having a DMV that (legally, not script-wise) requires the vehicles to be registered for a fee. More realistic.

Every type of vehicle should have it's own license tier.
Want to own yourself a Linerunner, Yankee or any other massive truck? You need to have the fitting license before you can make this purchase.
Same goes with the following:
boats, scooters, bikes like the sanchez and PCJ, bikes like the Angel and Freeway, planes, helicopters, a bus/coach and I would also appreciate dividing the different kind of classes regarding other 4-wheelers because it demands a person to have more experience when driving a high-speed vehicle like a Banshee or an Infernus rather than driving a Manana or Idaho.
We shouldn't refuse every player to be able to drive any of these vehicles without a license but we should prevent people from buying the vehicle if the correct license isn't obtained yet.
And of course if they are caught driving a vehicle without the correct licensing, they'll be escorted to the police station like the common criminal they are!
We might need to discuss further how we are going to help newer players get these licenses though, especially if their English is limited.

Again, if you've got a drivers license, you can drive a Ferrari as your first car if you're rich enough. You don't need to be a professional racer to drive a sports car.

I think you should be allowed to buy and drive any vehicle you want.
By law you should have a driver's license when operating a vehicle.
This opens window for more RP in my opinion.
We could somehow lead new players towards the driving school, school which shouldn't be ran by somebody because that would create a barrier if somebody from the driving school goes inactive. But at the same time I also appreciate the possibility of taking the exam with a person, like, players can choose, or I don't know.
Please let me know your opinions.

I was thinking it could be a challenge, where the player has to drive through a series of checkpoints without taking damage to their car. What do you reckon? It should be easy enough for any newb to complete, nothing too crazy.

Driver's exams could actually be done by VCPD members. This is something a lot of countries actually practiced up until 2005'ish or so - police officers were the ones giving drivers exams
Although I see critical issues with both suggestions - what would be the consequences of driving without a license or buying a car without the said license (if we were to go that route?). What I see is infinite loop of cops chasing the same person who keeps driving without a license. Does not seem feasible to me.

I think such crime can be dealt with via courts rather than needing to necessarily chase and kill the player for driving without a license. Just get the evidence first and prosecute later.

All in all, I kind of fail to see the paint or need of a system like this in a community the size of VC:MP.
What I do see is this system potentially scaring off new players cause they can't be arsed.

what is x amount explain and the highest tier would be the players who are old enough with experience to drive fast cars(this depends on your time spend in argo account timer) my opinion

No, it wouldn't be based off of your overall game time. That doesn't say anything about one's ability to drive.
