About the ELECOM

1. The ELECOM is a State-level Independent Agency of the Argonath State of San Andreas, separate from the three main branches of the State Government. It oversees and implements the entire process of State and Local Elections, including the Registration of Voters, Filing of Candidacy, Campaign Periods, Voting, Proclamation of Winners, and Inauguration.

2. The ELECOM has quasi-judicial authority to settle election disputes and police election-related violations. Its decisions and rulings, once final, may only be appealed to the Supreme Court, who can decide whether to hear the appeal or not.

3. The ELECOM is composed of a Chairperson and Commissioners. The Chairperson is a member of/appointed by and serves at the pleasure of the Federal Government, while the Commissioners are appointed by and serve at the pleasure of the Chairperson.

4.  The ELECOM is impartial and non-partisan. None of its Members nor Staff may engage in any partisan political activity (campaign or support) in favor of one or more candidates or political parties while serving in/under the ELECOM, nor can they join any political parties or campaigns; they may only exercise their right to vote and encourage others to do so.

Notice of Violation Rescinded (Aug. 27)


First, the Elections Commission (ELECOM) wishes to remind everyone of the following prohibition as specified under the Election Guidelines:

General Guidelines:
  • All forms of of direct or indirect bribery, vote-buying, vote-selling, vote manipulation, and election fraud are forbidden under State Law.

Second, the ELECOM follows the following definition of vote-buying and vote-selling:

Finally, the ELECOM upholds the rights of citizens to vote and express themselves freely, including endorsing, supporting, and partnering with their preferred candidates, provided that the exercise of their rights is done within the law.

Taking the time to check on the banner itself, you'd fail to see information of Charles D. Kolta personally offering the vehicle to the public himself. However, if our political party and the candidate himself plans on assisting Shafted Engines by sharing some of the costs of their upcoming event, then the only who truly benefits from that is our very own supporter strictly, in this case; Shafted Engines.

There is no point or any sort of common sense in attempting to buy a vote you clearly already seem to have earned.
Our party is not buying votes, does not plan in buying votes, and is in no need of buying votes.




We're very discouraged for this blow and defamation and wish the event to be called off if the current notice of violation remains, and surely plan on following a different path if ELECOM does not take the time to check on the important details as well as restore the massive damage that has been caused to both Shafted Engines and FCF's reputation by the violation issued.

It has been understood that we are to stop mentioning Mr. Charles Kolta as “ Mayor Candidate “. Shafted Engines is a separate business of the state and WE are hosting the raffle, therefore, Mr. Charles Kolta will have nothing to do with the winner of the raffle.
We, Shafted Engines, have already declared ourselves as partners and supporters of the campaign and it’s already been mentioned as such prior to the event being announced.
The event is also to highlight the mechanic job that currently has no salary and the current government should emphasize more on such matters.

Shafted Engines' reputation has been damage due to the violation being brought to public for unjustified reasons, and not in personal contact with the ones in interest in the first place.

If there’s a desire for the posters be torn down and re-done, please reach out and we will do so.

The Event/Raffle may proceed without any issue whatsoever, and the matter to put to rest, once the mention of "Mayor Candidate" is removed from Shafted's event collaterals. The reasoning behind this is that, even if the Kolta Campaign does not give out the raffle prizes to attendees of the public event, the mention of Mr. Kolta as "Mayor Candidate Charles Kolta" in the event collaterals, as opposed to "Mr. Charles D. Kolta", "Charles D. Kolta", or "Charles Kolta", conveys the appearance or implication that the prize(s) of the raffle are given out by the Kolta Campaign.

To reiterate, the ELECOM, as the enforcer of election laws, requests that the event collaterals be altered to remove the mention referenced above, before any re-publishing. Once this is complied with, the ELECOM shall rescind the Notice of Violation immediately and without any prejudice to any party involved. We intend no undue besmirchment of any person's or party's reputation as we carry out our mandate of ensuring compliance with election law.

Notice of Violation Rescinded (Aug. 27)


First, the Elections Commission (ELECOM) wishes to remind everyone of the following prohibition as specified under the Election Guidelines:

General Guidelines:
  • All forms of of direct or indirect bribery, vote-buying, vote-selling, vote manipulation, and election fraud are forbidden under State Law.

Second, the ELECOM follows the following definition of vote-buying and vote-selling:

Vote-buying and Vote-selling — The act of giving, offering, soliciting, or receiving anything of value, including but not limited to money, property, promises of office or employment, offers to make a direct or indirect expenditure or cause one to be made, towards any person, group, institution, or other entity in order to induce anyone or the public in general to vote for or against any candidate during an election or an aspirant to the nomination of a political party, or to withhold their vote therefor.

Third, the ELECOM sitting en banc, in line with its mandate to implement and enforce election laws, rules that:
  • The act of conducting a Raffle itself does not constitute vote-buying, provided that any raffle and its prizes do not induce people to vote for/against any candidate/political party.
  • Announcing and/or offering material goods however, including in the form of raffle prizes, in connection with and/or on the basis of a candidate's candidacy does constitute vote-buying.

Fourth, Shafted Engines Workshop & Chopshop is hereby ordered, in line with the above, to cease and desist from mentioning Mr. Charles Kolta as "Mayor Candidate" in connection with the Raffle and its prizes. The Event/Raffle itself — including Mr. Kolta's sponsorship/partnership and credit for doing so — may proceed as long as the giving of prizes is NOT connected to or based on his candidacy for Mayor.

Finally, the ELECOM upholds the rights of citizens to vote and express themselves freely, including endorsing, supporting, and partnering with their preferred candidates, provided that the exercise of their rights is done within the law.

I would like to formally request that any Police Officers and Federal Agents, that have been assigned to security detail for me as a candidate, be dismissed of this duty. As we have only a limited amount of officers and agents, I believe that their time can be better allocated in other peacekeeping and law enforcing activities.

I understand and appreciate our Law Enforcement's concerns for my security, however I confidently trust the citizens of Bone County and have no doubts that none of them mean to cause me or any of our fellow citizens harm.

With the start of the Voting Days, the Campaign Period is now ended. Voting will be followed by the counting of votes, the proclamation of the winner, and their inauguration. With the opening of the voting precinct in Fort Carson, I'm glad to have helped our citizens vote for the future of their local community. After having their passports and economic background checked (i.e. owning/renting a home within the boundaries of the state), the citizens were let to express their voting rights. I explained to them what the process of voting entails: how a vote is secret, confidential and unique (no more than one vote for the chosen candidate), and how no one may force citizens to disclose who they voted for. Each voter was also given a stamp and a ballot to use.

I'm glad to declare that most of the citizens were disciplined enough to follow the voting regulations. In one case, I had to wait for a man to purchase a property before declaring him eligible for voting. There was also a potential fraud attempt. A man came up to the desk and showed me 2 passports. After letting him know that I should get in touch with the local law enforcement, he made himself scarce. Unfortunately, no local law enforcement members were available at the time, so it remains unknown whether the culprit was caught.
