(http://img397.imageshack.us/img397/naamloosud6.png/1/w600.png) (http://g.imageshack.us/img397/naamloosud6.png/1/)

I updated directX to 9.0c and still i got that problem.
I was talking about the graphic card drivers, not DirectX.

Depending on what card you have, go to:
nVidia » http://www.nvidia.com/
ATi » http://ati.amd.com/support/driver.HTML
other » http://www.google.com/

This problem is most likely in Source engine styled games, such as Half Life 2, but it's a little different. Black and Pink walls etc...

I don't know if this happens in SA Engine, cuz since u need 1.0 for SAMP, that problem is still avalible.
What graphics you have? Bestest? What Graphic Card you have? CPU? Any mods installed? Crappy Intel Chipset?

Have you tried reinstalling SA? Some textures and models could have somehow gotten corrupt. If that don't help, and neither does flameman's solution, then your graphics card could be screwed up and the only solution may be to buy a new card. What have you downloaded or done to your graphics card before this happened? Have you played a very long time before this happened?

Is your graphics card correctly on slot? Check it over. Also check, if there isn't much dust inside.
If there is lot of dust, clean it, but DO NOT use vacuum cleaner, use compressed air.

Try these, if still don't work, then i will think more.

Try doing the following:
Change your resolutions
Reinstall the video drivers and THEN go to C:\Documents and Settings\Your_user_name_here\My Documents\GTA San Andreas User Files\ and delete gta_sa.set, then try to play.

If none of this works then your card could be overheated. Have you overclocked your card? Overclocking = heat. You can try buying Arctic Silver 5 from radio shack and apply that to the GPU on your card to reduce the heat.

Switch your default graphics card back to Onboard. Re-installl the nVidia drivers and switch it back.
