Well i've been having graphics issues ever since I got my new card last summer. Not really much to explain, so i'll let the images do the talking.
Using a PNY nVidia 9600 512MB Overclocked GOLD graphics card.
I'm usually good with problems like this but I honestly can't be bothered at the moment.

I had this problem before, or I have it right now also..Dunno, anyway did you install the newest version of drivers? If not go to Nvidia site and download last one..I think the 181.22 is the latest release and see if it change something..

Drivers are up to date.

What res. are are you running GTA in?
"X by Y in '16 or 32bit' "
-
If your talking about the unusual colors it's because you are running the game in 16-bit color mode.
Go to options > display settings and advanced, there you should see your screen resolution and next to it the color type. I suggest you change it to 32-bit if it's not set to that already, also change the screen size to your native resolution (I'm sure your GFX card can handle high resolutions in GTA:SA)
Hope this helps..
