Lowest ive had was

1.6Ghz CPU
512GB Ram
64MB Graphics

Reccommended

2.0 Ghz (have more tho
1Gb Ram
128MB Graphics(have more for better game play)

Current

2.1 Dual
2GB Ram
256 Onboard graphics

SAMP doesn't have requirments, you just need good internet connection and GTA:SA running.
If you can run GTA:SA, then you can run SA:MP, but you just need good internet connection for it.

my laptop can run samp as well, it got
2.0Ghz processor
512mb ram
32mb graphic card

Currently playing on:
1,8 ghz dual core
2 Gb ram
1024mb graphics card
