You need a new graphics card with pixel shader as i know. Because i didnt have that pixel shader at my old graphics card too and couldn't find a way to make the games need pixel shader work.

What is your video card?
try updating your driver.

Recomended cards:
AGP
GeForce FX 5200 - Suports Pixel shader 2.0
Best:Radeon X1950Pro
PCI-E
GeForce 8600GT
ATI HD2600 XT
Best:
GeForce 9600GT
ATI Radeon 4670

P.S Not best video cards in market, just video cards with good prices.

You don't need to make two topics.

Merged.

There's no need to put your name in the topic title either. :D

Anyway...

If you can't get the hardware, just optimise the software (http://www.argonathrpg.eu/forum/index.php?topic=29118.msg358415#msg358415).

That's kind of crazy, that you post 5 years after release that you are not able to play GTA:SA.
As if somebody would donate you some dollars. You never know who is on the other site. Maybe you just need money for drugs or so.  ;)

I had the same problem when My PC was broken and i had a crap replacement PC? What can you do, well Put everything on low, low resolution, low draw distance, low quality of drawings etc etc, also make sure no other programs are running on your PC besides GTA SA... this will give you Less Laggings, It Worked with me( but i still had extreme lagg, My Pc was worser then this :p))

Well, I'm not going to spoil your day here. But I guess you still have a motherboard which has a AGP port instead of an PCI-E. If you tend on playing any other games in the future (new games) I would suggest a whole new computer. Since the best you can do with an AGP port is the 7800GT if I'm correct. Don't get me wrong, this is a great card for games like GTA San Andreas. But for future games it is shit.

And you might think that if you just replace the motherboard and graphic card that you are done, but that's not true. Since you would need a newer type of motherboard which supports PCI-E this often means it supports a different kind of RAM memory, or even a different kind of socket for your CPU.

I believe you have SDRAM at the moment, which is getting kind of old. The new motherboard that you would need for a PCI-E graphic card will probably support DDR2 or maybe even DDR3 ram. So because of alot of compatability issues it would require you to buy a whole new computer. That is, if you plan on playing any other games with higher demands than GTA San Andreas. You might be able to play those 'higher demand games' on a 7800GT (AGP) but probably just on medium, or even low settings.

I hope it's a bit clear now.. since this is quite alot of text to process :D
If you have any questions, feel free to ask them ;)

Any typo's are probited

as Mafs says, when you start changing things like motherboard and card, you have chance your RAM won't fit anymor eon it :(
