What does a player have to do to break the carjack rule?
Is it just one motion? I.E.: John_Doe walks up to John_Deer's car and pulls him out, but does not get in the car.
Or does it have to be the complete motion? I.E.: John_Doe walks up to John_Deer's car and pulls him out, and sits in his car and drives off.
Which one is not allowed? And where exactly does the carjacking rule begin?

Regardless of whether you get inside the vehicle or not, if you pull the player out, it's considered car-jacking.

If both examples are what you think should be typed in /me - both are power-emotes.
It's just the same as approaching a vehicle, pushing F and driving off.
Vehicle hi-jacking should be allowed only whether it includes role-play.

As long as it it is RPed, not your example, I think it should be perfectly all right.

As long as both sides RP the car jacking, it's okay.
Good:
**Guy1 walks up to Guy2's car and knocks on the door
**Guy2 rolls down the Window
**Guy1 aims a Deagle at Guy2's face and says: "Out of the car!"
**Guy2 gets out of the car with his hands up
**Guy1 gets in the car and drives off
Bad:
**Guy1 walks up to Guy2's car
**Guy1 opens the door and pulls Guy2 out
Guy1: move bitch (Presses 'F', carjacks Guy2)
**Guy1 drives away

A Cop or Fed pulling a criminal out of a car is an exception, but a criminal pulling a Cop or a Fed out of a car is not. I love this town :)

Cops are allowed to remove suspects from a vehicle.
So when is it considered carjacking:
- a player initiates the remove of another player from a vehicle without his permission
- a player steals the car of a player standing close to it while it is used in RP.
What is NOT carjacking:
- a cop removes a suspect from his car
- a player removes another player from his car in clear RP.
- a player takes a car where no other player is standing near.
What is 'bugged' in carjacking:
- When returning to server a player gets in to his car finding someone else inside when entering
- a player enters a car that is in desync, teleporting and jacking another player or car only
Punishment:
- When admins receive a report they will check the area of the reporter and the reported. If they match, and the reported is in a vehicle, he wil be frozen. If the reported player is far away, he will be spectated, however jacking is not punished.
- When a player jacks a cop (no matter if freecop or not), the cop has the right to suspect him instantly. This is NOT to be cancelled, except in case it was desync.

If the police agree that it was in fact an accident, he can request to have his suspect canceled

Depending on how it pans out, sometimes you may have your car returned to you. If I confirm car-jacking, I get the car-jacker the return the vehicle (that's assuming they're not too far away).

There is no OOC chat, so its not possible to tell anything in it.
If a player tells it was by accident, he can go to LSPD and get a cancellation of his suspect status.
Shoulsd he however accompany his request with " OMGWTFBBQ stupid cop" his suspect status should be kept for insulting the police officer.

Wrong, suspects can carjack cops if they are driving civilian cars (which they shouldn't be anyway, its their own fault).
The exception works both ways.

It's totally up to the civilian. Cops do not have the power to force you to hand over your car, so they can go pursue someone.

A verbal warning is not considered a punishment as such, but it is a reaction to a report and one that you cannot see (unless the car-jacker is very close to you and is being verbally warned in local chat). That is how saying that nothing happens if you see nothing happen is wrong.

OOC is not officially recognised. We don't have those kind of servers.

I think that as developer and scripter I would know what kind of chat there is. :lol:
We do not wish to use a difference between IC/OOC, as that leads to people hiding flaming and swearing under the name of ' RP' . Also we as long time RPers feel that anyone should be able to tell the difference, supposing they have their brian in gear.

So let me get this straight...
Carjacking, even though literally defined as:
Car: Involving an Automobile
Jacking: Theft/Larceny; Intent to steal said item with intent to deprive permanently...
So in easier terms, carjacking is taking an automobile away from someone with intent to permanently deprive them of it, it still doesn't matter because you just pulled them out?
Doesn't make any sense at all. When someone "Hijacks" a plane, they don't pull the pilot out of the seat, and then go sit back down, they take over the airplane entirely...
Apparently you don't have to "steal" anything to steal, according to this thread... meaning, even though the term "Carjacking" implies "Stealing an automobile with intent to permanently deprive" it still doesn't matter.
Mind clarifying me? I'm confused as hell... Even though you don't steal the car, it's stealing? I'm confused...

Our rules are not based on what car-jacking literally is. We use car-jacking as a general term, but as far as rules are concerned, pulling someone out of a vehicle is car-jacking.
