This one I can't really fully understand how this happened...
Basically, everything was fine before I loaded MTA:VC. I boot up MTA:VC and log into the Argo server. Everything was swell when suddenly the programs stopped working. If you're on Firefox while on MTA:VC, it just stopped responding and crashes. I try to reload Firefox, nothing happens. Then MTA:VC stopped working and won't reload. All of this happens within 10 minutes of starting up MTA:VC
Every programs that I have on the computer doesn't load. The only way to fix this is to reboot the computer. Any idea what is happening?
Windows Vista Home Premium, 32Bits
Intel Pent Dual Core @ 2.22GHz (Clocked at 4.99GHz)
GeForce 9500GT 512MB ( http://www.systemrequirementslab.com/referrer/srtest clocked the graphic card at over 1.9GB, for reasons unknown)
320GB Hard-Drive, with 500GB External Hard-drive. (I have Vice City and MTA:VC installed in the hard-drive to save storage, it was installed before I got the new computer)
Don't give me the "Reformat Computer" bullshit, because this computer is practically brand new, bought it December 2008.

Did you try to reboot computer? I've had similiar problem when I've accidently terminated some process from Task Manager it refuses to start any program at all. But for me just a reboot or even relogging to your Windows account have fixed this.

do you get any error messages about a non-responsive application? If so, please take a screenshot of it, beceause there might be a process of your PC that has a conflict with the MTA:VC.
Also try setting compability of MTA:VC's .exe file aswell as the gta_vc.exe file to Windows XP, as vista is known for having the weirdest errors.

It just says "This program has stopped working." then "Click to close, or send error report and close"
I even had everything set to XP compatibility on gta_vc.exe, and MTA:VC exe

Overclocked to 4.99 GHz? If so, that is the reason lol. Pentium just can't handle 5GHz

CPU speed is clocked at 4.99GHz. Here's the picture of my specs with www.systemrequirementslab.com

Not using Vista? And instead use XP?
I know no other solution atm, because I don't use Vista.
Good luck in solving the problem.
