Hello,sorry for dumb question,but i am newbie on this great server (i like it alot  ;) )
I want to ask,how to become a higher rank officer?

Go to to www.arpd.argonathrpg.com and apply there then and read codes etc.. you will find everything there.

Use the application form, from ARPD Forum stickied topic
Application form can be changed anytime, so stick with ARPD Forum is better than following Andy's application form
