After a lame-ass John Freeman pun in the title (no offense intended, you'll only get the joke if you watched Half Life Full Life Consequences 3 or read it), I'll explain what the problem is.
It happens that every freakin 5-10 seconds in San Andreas the game freezes for 2-5 seconds, it's really annoying, I got almost nothing else running so yeah... what's happening? D:

your FPS is f**ked :rofl: try getting into
SOLUTION 1) Esc---->Options---->Video or what is it called-----> put some gold middle resolution like 1280x1024 if you have widescreen put 1650x1080x32 not x16 but x32 on the end!!!!
then V-sync OFF
Framelimiter OFF
Frame Distance in the middle +/-
and IF you have widescreen as i mentioned up put widescreen ON
ohh and when you get inside of teh server type /fpslimit 80 or 100 is better
SOLUTION 2) go to Task Manager find your gta_sa.exe--->right click--->set affinity---->Check CP 0 and CPU 1
IF THIS DOESN'T WORK IDK PRAY MAYBE JESUS WILL HEAR YA
