Do you have the latest SA-MP installed? If not, that may be the problem.

It may also be due to an internet problem, or even restriction such as a firewall. Try turning off your firewall temporarily and see if you can connect then. If that still doesn't work, then I'm not exactly sure what could be the problem. You may have ended up with an I.P. that was banned, although highly unlikely, as the server would most likely send a message "You are banned from this server". Though, it's not entirely impossible. So, you may also try restarting your router to gain a new IP address.

As for the welcome, indeed, a warm welcome my friend. Feel free to request help from me when needed. I hope you get this problem sorted out soon, and hope to see you in-game. ;)
