The system needs to be standardised in some way, its a bit random at the moment.
Nonetheless, I don't think groups should ever be warned, or at least very rarely - thats my philosophy. If the members rulebreak then its the leaders' responsibility to deal with it. If a single leader refuses or it was they who broke the rules, they should take the responsibility personally.

In short:
If an entire council of leaders refuse to act against the wrongdoings of a member or the wrongdoings of a single leader, only then should a warning of any kind be threatened at all, and if the leaders again refuse to act, only then should warnings be issued.

To go after your "In short" I agree, And i am willing to completely Ramke a Warning system, To report members from other gangs, for DM etc.

Well as Frank said Gvardia got warning 1/2 for DMing, go see Cofillianos unban request.

That warning really set me off, because:
1. Not even the LEADER was aware of such a rule. If MULTIPLE veterans didn't even know, then it's the rule-creator's fault, not theirs.
2. Only four-five members out of...what, 30 members made this simple, isolated mistake. The admins claim it was accumulated over time (which is bullshit, quite frankly) when they failed to respond to our alleged rulebreaking when it occurred, rather than letting it pile up.

I think that if the Official Groups that Frank talked about do come into play, a system like this will need to be enforced!

Some mafias got warned, and they were announced with big texts... Why they're not on the list

Indeed.
If nobody informs the group moderators warns cannot be issued with topic and such.
