Well, you heard it folks.
I've finally, for the most part solved my lag problem apart from this.
While playing SA:MP for the most part my computer acts normal, and I actually do not lag, at all now. After setting gta_sa.exe to high priority, editing the settings a bit, and closing down Firefox/Opera while playing it's been my solution for the past 2 weeks.
The only problem I have now is that randomly, on and off, for about 30-45 seconds approximately the laptop will begin to make a louder, more "working" sound from within (the fan running harder). During that time I lag horribly and can't do anything about it. It then stops and plays normal again. I think it's quite odd, because no matter which cooler, mat, or table I place it on it still does it... Anyone have any suggestions? :neutral:

Sounds like overheating, you should try open your laptop and brush off the dust from cpu, might work...

You have a laptop cooler yet? If not, I would suggest buying this (http://www.coolermaster.com/product.php?product_id=4787), costs only like $20-$50.
I bought this for my dad's laptop, which was constantly extremely hot and laggy - helped right away! (it also comes with fan to cool it down even more)

Looks good Icy, and the price is great as well. Sadly I'm not sure where in the US they'd sell this, local stores wise. D:

Or even better put ice inside your laptop, ends your problem :D
Just kidding, I suggest staying in a cool / well-ventilated area. I'm not talking about the roof of your house with 140kph winds flowing, that's too much :lol:
Or if that doesn't work, place an electric fan beside your laptop.
