I was just wodering if sombody could please help me lower my ping if there is a way

Stop all downloads;
Restart your router if necessary;
Buy a new internet with high speed if it's slow, or an internet from an ISP which is close to your house; (the ping refers to your distance from your ISP)

i Have no downloads running
i restart router everynight before i go to bed and leave it off all night
my ISP is in sydney and i live there so its not that far away maybe 10 - 25kms away

No, it's how long the response time from you to the server is

You can lower your ping in numerous of ways
First and basic is that you close all unnecessary programs ( if you for example have 100 of opened programs such as xFire or MSN or Skype etc....)
Close them if you aren't using them....Then you go to SAMP do a Master server update and your done...
By the way normal ping is maximum 250ms

The Argonath server is not in Sydney, it's in Germany. Your ping will be the delay between you and the Argonath server, not you and your ISP.
By the way normal ping is maximum 250ms
That is not true for Australian players. Anyone from the Eastern states of Australia should normally have a ping of around 300-400ms. Western Australians have somewhat more lag with normally around 400-500ms.
Seeing as you're from Sydney, iCrack, your ping should normally be around 300-400ms. Although you could close other programs that use some of your internet like instant messengers, this would only result in a very small decrease in ping, if any. In terms of the overall problem, there's no practical solution to reduce your ping significantly, so you'll have to bare with the lag.

As I am informed regular ping is 200-250ms but I didn't know that information ;)

Sorry, but there's nothing you can do about it that will make a dramatic difference :(

Downloading will cause a large amount of ping added on to your average. I live in Florida, US, but i have a ping of 150ish.
If you want to reduce your lag, isent there a command in game like /fpslimit or something, someone correct me if so, or if i dident say command right.
I know it was in the older version of SA-MP, but im just a old timer.

The /fpslimit command restricts your frame rate. It has nothing to do with ping.

Also, just for comparison:
On the other side of the world (UK) I have around a 30-75 ping. Approx 45.
But in AU it's 300-400? WDF.

Servers host is in Germany I think? Consider the distance

Server is being hosted at Frankfurt,GE.The distance is shorter for UK than Australia anyway...
