Title: Computer not starting, low frame rates

1st Problem : My computer doesnt turn on, i press the ON button and it starts, i can  hear the fans working but i see nothing on screen, i can even let it be 30 mins and the fans are still working at full speed. (usually fans work at 100% for 3 secs and then the image shows up on screen, but here the fans dont stop and nothing shows up)

2nd problem : when i manage to turn it on, i just get poor framerates in all games

I had this problem before but it got solved when i sent it to a local store, the guy said he couldnt find a problem ( the computer worked fine and it turned on all the time he pressed  the ON button) besides the big amount of dust covering the CPU fan, that was causing overheating and probably the low framerates, well that solved the 2nd problem and when i got the pc back home the 1st problem was also gone,so i was "yay!" but now, both problems are back and i dont have dust in my pc neither high temps :/

It could be Virus, I remember I had virus and the whole computer went slow and I couldnt even run some of my games...

1st - Check over your graphics card and cables to display, power cable to display.
2nd - Slow computer and fullmax graphics? Some program eating RAM? Unneeded programs?

Don't think so

1st - Check over your graphics card and cables to display, power cable to display.
Everything is connected fine
2nd - Some program eating RAM? Unneeded programs?
during 2 months the computer was fine, and then the problem got back, my ram is ok and i usually shut down what i dont need or use gamebooster

The guy did some tests on my PC and everything was fine he said he just cleared the dust in the PC, how can that fix 2 problems during 2 months and when they get back, i do the same as he did and computer still has the problems :/
( i'm guessing it's hardware problems but the guy said everything was fine :/ )

I can send you ma config for cod4, which will raise the framerate with about 40-60% :P

That pop up usually comes up when Im gonna start the game because I play CoD to it crashes sometimes... so that pop up only comes if the games crashes or u use task manager to close the game...

Wrong.
That pop-up comes if you have changes in hardware. Like more RAM, overclocked processor etc..

The other pop-up comes from what you said, which asks:
Yes, no and run in safe mode.

Maybe a faulty harddrive, I had this with my laptop a while ago; worked when it wanted to, same symtoms you have.
