Unless he wants to start a temporary roleplaying organisation until the official ARPD for MTA:SA is opened.

It will not.
1. SAMP groups will stay in SAMP
2. MTA:SA groups will stay in MTA:SA, owners for those divisions

You dont get what I mean

I mean the samp groups will stay in samp but there will be a MTA:SA version

Yes thats what I mean but to open it you will have to have permission from the original owner

you mean, you want to start (example) Sforza in MTA: SA while you are not a member of it in SA:MP?

or

Are you already member of (example) Sforza and you want to open a division in MTA: SA?

because the 1st one is rank hunting...
