im and my brother want to use one modem but in 2 pcs becuse my modem
 not does this is allowed or no ?

Allowed, long as you don't cheat by making more accounts.

Is it in these conditions do not count us multiple accounts, or that each device has its own ip

It's a good idea you have posted here that you want your brother to play with you! This way the admins will know and will keep an eye on it.

But if you get PMed in-game by an admin, explain you have a brother playing!

Everything will be fine if you do that

It's not multiple accounts as long as it's one account per one person I guess.
