1. A lot of "bosses" are missing.
2. An opinion is an opinion. If I like pancakes with salt on instead of sugar, then it's how I like it, he can hate it - therefore which boss is best is a weird question. One is more active than the other, one are more into only mafia-business, the other ones are in for it a little less. Hard to say really who is the best one.

I dunno, but you can find that out by yourself. Why would you need other peoples help?
I found out by myself who I think is best.

Cofi: Managed to get Gvardia to become such a pain in the ass, and make it rise to the ranks of major Criminal Groups like Stracci and Araatus.

Romeo: Successfully established the renowned VC:MP Ancelotti Mafia in SA:MP, and did it well.

Daniel: Set up Corleone as one of the most successful, if not THE most successful Mafia on SA:MP.
