Grand Theft Auto: Vice City is the best by far.

BUT for playability, GTA:IV is the best because its physengine

And the best for me is GTA San Andreas (all the way) :)

It was the first in 3D, and the one single game they spent the most time working on the details on, considering the time it was released. Even SA doesn't have separated sirens for it's emergency vehicles. GTA 3 pwned hard on small shit like that. :)
