I cant give you a tutorial on how to use it i suggest google or something, but it's just like a img tool, except for sounds :-D

1 Get sound mod.
2 Get SAAT Tool,Jack_Cluhn posted above.
3 Open "GENRL"
4 Open "Bank 137" on the bottom
5 Replace sound,MUST BACKUP Sound file and "GENRL" in GTA San Andreas\audio\SFX

Example sound(not correct i think)
sound_005 - M4
sound_002 - TEC9
sound_008 - 9mm?
