Can this video card run GTA:IV?

No.

I'm already having trouble running it smoothly when raining with my 8800GT with 512Mb. Besides, that graphics card is HUGE bottleneck for that processor.

Memory on graphics card makes almost no difference at all later on. If you're only going to play GTA IV, just get a new graphics card such as HD4870 or better. Shouldn't cost that much anymore these days.

Icy you shouldn't have problems running GTAIV on that card. What reso are you running? 8400GS Sucks, get something newer like Icy suggested. A 4870x2 is the best sollution probably and it WILL last.

Next time I'm going to upgrade, I'm going for i7 supporting microATX motherboard and HD5xxx series or one of nVidia's Fermi -cards for a case I'm going to build myself.

From videos I seen with a good GPU and i7 you get more FPS(100+ on high end games)
and
with the same GPU and the Quad Core you can get like max of 80-90(I think) FPS
