When I had Vista, I had alot of troubles with games and ofcourse other programs aswell. I installed XP and everything has been working after that.

I know that and i want to install XP but i will lose everything....

Save all your important material to a external disk, and then install XP. That's the easiest way in your case.
Goodluck mate!

Mods work perfectly fine on my PC which is running Vista.

You can easily add mods yourself.
If it's a DFF and TXD extension mod, you would like to use IMG Tool (http://www.thegtaplace.com/downloads/f552-img-tool-2-0).
Installing:
First of all, you open up IMG Tool, and go to File/Open - Which will open a small dialog.
You will have to browse to your San Andreas folder, and find a "models" folder, in which you will have to open a file named gta3.img.
This file contains things such as vehicles and player skins.
Let's say you want to install a mod for the huntley. You go to "Edit/Find", and find the files which you need to replace (In this case, huntley.dff and huntley.txd).
If you found the huntley.dff you will have to right click it and press replace, and then browse to your mod, and the same goes with huntley.txd
Hope I helped in something, if you didn't understand anything else, figure it out.
