There is another crash spot near the Los Santos Bank, or around the vicinity.

My lag-spots are LSPD, LVPD, SFPD, DD and car dealers...... because of all the vehicles that have to load I guess -_-

Also there was an interior which was some nightclub which had disco lights or something (I remember Petey owned it).... my game would literally turn into a slideshow and people would see my running without moving (if that makes sense) :\

Haha, that happened to me most of the times. I could swear SA:MP Sync is starting to look like MTA:VC nowadays.

Willowfield, supposedly the patch that you can get for SA fixes the lag spots like willowfield, but SAMP does not support the patch.
Try downloading game booster, it's free, and you can defrag your game to run better ;)
Still a little laggy around willow for me, but it improved after that.

I dont have any of these issues, I never crash, hardly. :P
I only lagg sometimes near LSPD but that is because of the ammount of people in the area, well thats my guess.
