Bases of operation?
Is it another cop-group that is going around killing orangemen and close after a week?
If you're looking forward to improve the group, and doing a good work over Argonath maybe you get more donators. Now, giving you money for nothing isn't useful...

1. Prepare a business case (what you will do, how you will achieve it and what they can expect in return for investment)
2. The management of your finance (how will you distribute the money and what will it be used for)

I am appalled at the response to this thread.

It's clear evidence that standards are low in some parts of Argonath RPG.

Our group, the DEA, is a serious one.

As you may know, the leader, Arnold is very experienced.

But seriously, it's pathetic seeing people joke around and be rude like this.

When I told Arnold he can get funds from the state, as a private policing group, I meant he should contact the SASBF, which encourages work for citizens.

There is a clear distinction between state funds as Government and private business funds. If you wish to be outside the SAPD as a business you will have to provide a plan on how you group expects to earn money.
If you wish to build a (private) subdivision of SAPD, you can reside in State buildings until you have a HQ, which can only be provided if the group has shown discipline, coherency and stability.

I don't really believe in these ''law enforcement" groups, however, if you have a strong will and determined to make a name out of your force, keep it alive and active (members, yes) then talk to CBFasi about providing you with an HQ/script support or whatever.

Use a room in city hall, or any of the police departments. They are empty almost all of the time.
For a private enforcer group, you may want a seperate business front, for which you need only a small property.

You seem to be pursuing a very "I am a law enforcement group and hence I get free stuff" approach, which so far has only worked with the FBI. Look at SASD, SACS and others, they got very little script support if any.
Work for a long time to make it good. And I mean, work at it for years (not a figure of speech). If you can prove you have the ability to run a good group, then good thing will eventually come to you.
The fact you're a law enforcement group means you are free to use the state buildings. Keep in mind that criminals are obligated to purpose their own headquarters to have any official front at all, whereas you can basically pick a nice looking desk in the LSPD (not Vince's D:) and say its your operations area.
