Have you directed the SAMP to run GTA SA from the correct folder? (from SAMP settings)

I had this problem too.

Downgrade your gta_sa.exe to Version 1.0 using this (click here) (http://www.filefront.com/6567224/GTA-SA-Downgrader-Patch/) patch.

1. If you are using Vista, make sure that GTA:SA is not in the Program Files folder.
2. Check the correct version of GTASA.exe
3. Check the correct version of SA:MP
4. Make sure single player works
5. Check the correct IP of Argonath
6. Check the installation path
7. Cry
8. Check the Hard- and Software section.
