Well firstly what mods do you want to create.  Second ever thought of just using Google to find your answer.. or visit gtaforums.com which offer alot of tutorials in creating your own modifications.

Your going to be downloading a shitload of different programs depending on what it is you want to create.  Some require the full verison.

Get 3d Studio Max, Zmodeler and look for tutorials in gtaforums.com or Youtube, or you can rely on yourself :)
