To make rpg more realistic, i think that when you get in a car crash, you have to get out, and each player should have insurance ,and if they dont than they go to jail, and anyways swap insurance and , pay the fine whoevers fault it was, and stuff like that, that was my idea

Don't make it too complicated. If you think the crash was your fault, send the other guy $100, what it costs to repair in the pay'n spray.
If it was his fault, do not discuss if he does not wants to send money. If everyone follows this example, there will be less shouting about damaging cars.

if you start an insurance thingie or something your gonna be broke in like 1 hour whit all the crashes and i think no one wants to sign up for it...

The goal of almost RPG servers is simply.
complicated things is bad... how you can make a RPG server with 1000 scripts and if you want do something you need about 5~10 scripts that's bad.
