I am confused on how you can rank up on the forums now. Is it just how long you've been a member now?

The bar is raised up I guess, or something is set wRONg. I was a Hero, now I'm regular (I don't care)

Click your name or choose profile at the top of the forums then click the modify profile tab and choose forum profile

You should then see the option to select your flag of choice
