Because the 'minimum requirements' mean the requirements to be able to run the game, not smooth, just run it.SYSTEM REQUIREMENTS LAB ARE NEVER ACCURATE.
This is about if you can run/play the game smoothly or atleast in a state that's playable.

Depend on resolution ull play on. But you can count on low/mid with resolution 1024x768 and lower. If you are interested,explore more about overclocking,because that processor with good cooler can go on 3ghz and above. That would be at least 10fps boost for sure.
Only thing that pisses me off is that textures load so damn slow in some cases but i think that this not only my problem.I really noticed a performance increase when going from 2Gb Single channel (1 stick) to 4GB Dual channel.
And only difference in my advantage is that my processor working on 3.45ghzOn a game thats multithreaded like GTA IV, 4 cores running at 2.6ghz is better than two running at 3.4ghz.
Here's the reason I lag at SA:MP.
