Hopefully we will make a nice discussion out of it.
No shotgun for free cops - chances of deathmatching could dramatically decrease. It's because of many DMers that joins the Argonath are choosing the cop skin, in fact that only cops have some solid weapons.
Tec's for thugs - it's a fully different idea than the one above. It could balance the sides a little, however we may see more killing, so it's controversial. IMO the cop is overpowered though.
FBI Ranchers - those could be a great addition as they are 4seaters, fast and with nice armor - helpful when chasing a dangerous criminal.
Baseball bat removal - no need for them as they are not synced, couple thug skins own them. Could be replaced with another melee weapon.
Drugs - the player should be able to take the drug that he bought by himself. I know this thing was made to increase the roleplay but it's often problematic to buy/sell the drugs from/to someone. Or buying the drug, sending to someone and waiting for receive it back just to take it.
Wanted cops - it should be fixed, couple times I was chased by a cop who is wanted. It seems unfair to me as the police officer should not be against the law.
Killing innocents - the number of warnings IMO should be decreased to 2. So the player will be kicked after two successfully assaults on innocent.
Bank robs - the idea is to create a 1 minute delay between the start of the robbery and the moment that cops (and other, not-involved players) will see the message and realize. This will improve the chances of surviving the rob group, helping them to prepare themselves for police strike.

Tec's for thugs - disagreed... it will just higher the dm chances of a new player.
FBI Ranchers - agreed, they are amazingly awesome at 1.1
Baseball bat removal - not sure if i agree.
Drugs - nah... you cant buy irl drugs from a talking crate at the docks.
Wanted cops - just a bug.
Killing innocents - disagreed, number 3 is the universal amount of warnings.
Bank robs - agreed, cops irl dont get reports of bomb threats 1 second after its planted, it should take a minute.

Well, i agree with tec, but just like 15 bullets... and with the baseball = ( sux )

No shotgun for cops - No. The shotgun is an easy-to-handle weapon, therefore gives new players quite a fair condition in combat. Colt 45s are only easy on fleeing people.
FBI Rancher - was going to put it in place of the Enforcers long ago but for an unknown reason I was cut script access and couldn't change it.
Drugs - everyone will have stacks of drugs, and their only function would be healing. For that there is food.
Bank robbery - Absolutely no point in giving robbers time as the only thing I have seen bank robbers doing is stacking up in the entrance hall and killing dozens of cops without any answer to roleplay attempts.
2 warnings - It's not a bad idea since cops need to be effectively punished for misusing their guns once they are the only skin with weapons on spawn.

Can easily be done. I agree that their pretty much worthless.

I disagree. The implementation of this system has noticeably increased drug dealing which makes it easier for drug dealers to make money. No one would be a drug dealer if people can just buy the drugs themselves from the factories. If you need drugs, call Neal.
About the spawn weapons. Spawning with a tec9 with only 15 bullets is stupid. You might as well have nothing.
I remember when the drug dealer spawned with a stubby and the biker spawned with a shotgun :p

No shotgun for free cops - I disagree, many cops are not in ARPD and deserve those weapons.
Tec's for thugs - Low ammo of rapid fire weapons sux anyway. So if you have like 50 Tec or No tec...its almost same. Also, spawn weapons are used only to DM or killing a cop to get more ammo. So I disagree with this one.
FBI Ranchers - Yeah replacing Enforcers with these things sounds good to me. (Not Cheeeetah!)
Baseball bat removal - Good Idea, Knife can serve better i think.
Drugs - Naah man....no one will be a dealer if this happens.
Wanted cops - Fixed already.
Killing innocents - Im not sure about this one...coz many times Cops are wrongly warned due to VCMP sync issues or some other reasons.
Bank robs - I understand why you suggested it, something has to be changed in this regard because cops are always swarming the bank without letting the robbers assemble.
But Im sure, increasing the message time wont help..
Usually the whole server already knows that a robbery is going on...which includes cops.
So, they would be already there even when you havent planted the bomb.
What I suggest in this case is:
The message "Vice City bank is undergoing a security phase change" should appear only to civilians.
The rest can be fixed by changing your method of robbing the bank.
What you guys do now is:
Player1: Admin enable robbank plsss!
Player2: Wait ill go get weapons!!
Player1: ok lets go to the bank.
Robber: Come fast man!
Ofcourse the cops will know whats going on....they usually reach bank before robbers do :lol:
You should do it like:
Ask an admin on PM that if its possible to enable robbank now?
If Yes, Get some people in your robbank team.
You can easily know who is interested in robbing the bank (usually every1). DONT ASK in public chat. Approach them through phone or in person...
After getting in bank, pm an admin that your team HAS ALREADY assembled in bank, enable robbank now.
The cops wont respond immediately if they dont know about it. So it depends on you and your team.
That time should be enough for you guys to make your moves inside the bank.
Also admins should refuse all robbank requests made on public chat

Cops are not the masters of role-playing too JayL (I mean when the robbank happens). When it comes to money most of the Argonath players don't even think about RP.

I actually don't talk about 15 rounds, 1-2 clips sounds better to me. However due to the non-DM character of the server this idea would never be done.
