Already tried re-installing the game?

A couple of times yeh, but it keeps popping up :@

Hi dtlove,
It sounds to me like it could be a graphics setting inside the game. Try changing your graphics settings (start from low settings up to your normal settings) and retry!
If this doesn't solve it, Sounds like something could be messed up, you have no other choice but to reinstall! Sorry.
Happy Gaming,

It's something to do with the explosion textures, I believe. Try downloading the clean gta3.img file from here and delete the old one. Reboot the PC then replace it with the new one. Had a similar problem to you and that work.. also yeah, rebooting was the only way I found to replace the gta3.img file.

I've recently started using my 1080p HDTV as a monitor and my standard monitor as a secondary one, and the crashes have stopped.
So, all good now :D
