Hit up deviantart.com - Browse around for decent Photoshop brushes and tutorials.
(Only download brushes for whichever PS version you have)

If your going to cut out parts of a stock/text use the magic wand tool properly.. or the lasso tool is even better.

THANK YOU :D I use YouTube :P just google: Photoshop Wallpaper Tutorial and take the Youtube video wich pops up. Have fun ! (btw after i saw the vid some seconds, i realised, you dont need tut for a wallpaper. its simple)

Keep messing around with the tools. Check out the filters, photo tools and test them.
That's the way I learnt (in Photoshop 7) ages ago.
