I know this idea seems like copycat,but just take time to read.
The idea includes the equipment of Need for speed hot pursuit (2010) such as EMP and or riding spike strips,etc. for suspects and Cops,driving a vehicle
Lets start with the "EMP",the easiest one to explain.
EMP stands for "Electromagnetic Pulse".Once you aim at a suspect in your near visual,you have to wait several seconds,and it turns off the power of the suspects car for a moment.It gives you advantage to stick closer to him and hit.

In the game,you press a Key,but ingame it would be a command,such as /c EMP <ID>.But you(either the suspect or the cop) have to be behind the target in a distance of 1-100 metres,something as that,else it's too far away.
Next one will be the "interfering transmitter".I think by the name itself,you can figure out what it is.Mainly the suspects use it to shut the systems of the Police down,for about 20 Seconds.This makes the Cops unable to request backup(shutdown of the Radio),set spike strips (The power is turned off) And so on.The command would be /c trans
Really simple,isn't it?
Next one,is the "Moving Spike Strip".
As you all know,cops can drop spikes in the game.Now there is the chance,for criminals AND cops,to drop them off the rear part of the vehicle.It will be active in 1-2 seconds,widing itself out as the usual one.It will be active until someone drives over it,or no one drove over it for over 10 Seconds./c Rollspike might be a fitting command.

I know that there are other equipments in the need for speed game,such as roadblock,helicopter,and turbo.But ... you can imagine yourself,that it's impossible to add it here.
For the ideas,which i have listed up,i'd like to hear suggestions.I have posted them therefor,because they wouldn't be impossible to add.

EDIT : The equipment would be buyable at any car store,or at a Pay n Spray,for example.

The spiketrip drops may be cool though. However I think it needs to be implemented into the server better. My idea would be adding FBI Ranchers, with the power of dropping spikes. This allows criminals to be aware that if there is a cop in a Rancher, they could drop spikes. I'm not sure however, that it's possible to script. I'm not sure about that. But if spikes are possible to drop behind cars, why not let people drop grenades? That would cause of some serious damage.

There would be a message visible for you at the chat,such as
You are being targeted by an EMP!Watch out!
And you would need to go out of the EMPs visual,where a message will arrive for you

Dropping grenades is technically impossible,as it would lead to a chaos / damage(as you said) or abuse.

I remember you telling me about these in the server, Emre. Personally I think they would brings some extra depth to the scripts, and would definitely be quite unique, if possible as suggested.
Obviously, it would have to be limited to a certain range of law enforcement players (with ARPD etc.) to prevent abuse.
Plus, it could as likely be privately available to be bought. Even trying those ideas out would be pretty fun. :razz:
The EMP may prevent some quite awesome chases though, unless limited in use some way or another.
Also, just another suggestion...
I am not sure how many of you would know, but if you remember the original GTA: VC game; once you had the SWAT after you, they set up barricades to try and prevent your escape at various points with Enforcers, as well as these mini barricades? If those were deployable in addition to the spikestrips, they may be quite good (for roleplay purposes in the very least).

Well, VC:MP doesn't yet offer all that the game can do. If you remember, there is a mission where you chase a hearse. While chasing it drops coffins that if you drive over, explode like a fire bomb.

Yea true, the VC:MP client itself is a bit of a limitation sometimes, hm?
Then there are those little things from the game, such as when delivering pizzas - in a mission, there being a possibility of throwing pizzas to the customers' doors (though touching on animation).

I think the spike strip thing may work but i disagree with the EMP thing.But spike strip should be Animated so we can atlease see it

There is a feature in VCMP to disable your vehicle tires(luckily it works!), So this is possible to script.
Though animated spikes are impossible, since you can only /spike when on foot.
So you wont actually see spikes....
But we can rename "Spike Strips" by Nails....."You dropped a handful of nails from your car"
So I think they can account for the invisibility.
Though this is pretty hard to script, coz it should work only if you drop nails ahead of the target.
And Lag makes it even worse.
But if Im able to pull it off, it will be added :)

And the Spikes dont need to be animated anyway,maybe straight an open nail strip.

Hmm, just thinking - are there any other items supported by VC:MP that can just be plain dropped? This could just resemble some sharp spiky objects to compensate that. :razz:

Ahh man. Hopefully in future the developers will get to it.
The sad thing is, most (if not all) of the servers that they directly support are DM based. Deathmatch servers are pretty limited, and lack imagination - being pretty much a fact hehe, when compared to RPG.
If the developers would think on a broader sense, I reckon they would have a lot of ideas to add and test.

STOP GIVING COPS EVERYTHING they wish to have...
If u wanna give them nails or anything... remember to give us criminals coffin with bombs (which is not possible coz of lag, even if u script it, i know u are that genius lol). We are already observing serious inbalance in server right now.(Some invisible chinks come and popped my head open while i was sipping on vodka in our bar with all people around 400 + distance).

Spiral, if this idea was to be implemented in some form, it wouldn't be for cops only, whatsoever.
I think that's what Emre was getting at - showing both sides. If anything along these lines were to be added, it would also be available to the average citizen. :P

You just have to drop a bag of nail when u hear sirens behind you.

Certain vehicles should have non-inflatable tires (mostly SUVs and slower vehicles like regina, washington, stallion). So Nails wont work against these vehicles. With this advantage Roxor cars can compete with SSA ones (right now everyone goes for the sport zing).
FBI ranchers will also have with Non-inflatable tires, so they will have this advantage from FBI cheetah.
And about the EMP.

Not possible, For new pickups to appear the server has to be restarted.

Go for it. I think you've put more depth to the idea and I think it might work out better the way you've put it across here. I'm ok as I usually use Sentinel XS, Washington or Regina in chases anyway. I'm best in the Stinger but I'm uncatchable in it and its a bore then.

I think we might have something here.
I especially like the idea with inolving the police helicopter in chases. Most people don't bother having to travel to the Downtown PD to fetch it, from Washington Beach.

Usually doesn't mean always, but most of the time. Sometimes I have to use the car I'm best in because I got booNs and spazzers on my back.

The EMP being quite an "influencial" tool - I think what will be added is a set of restraints using the helicopter. You'd obviously need to be in fairly close proximity (with target clearly in sight) before anything, and then you would most likely need to be able to get a more or less dead on hit for it to successfully work.
Then there's the pain of actually lining up the helicopter quickly in a fast (hopefully) chase, which would require at least a bit of skill from the pilot.
To prevent any abuse of this feature, it could be made use only for emergency protocols/once a suspect has been wanted for an x amount of time.

Legend, seriously it won't be that hard. Being a good pilot myself, you would just aim to land on the criminals car while it's moving, and then hit the EMP.
Obviously being a criminal I know certain ways to dodge helicopters. At the moment I would have to say I laugh at anyone actually bothering to chase me in a helicopter. They are useless up in the sky when I'm moving

The EMP will work when you are in close proximity with the suspect.
You will also have to maintain the proximity for atleast 3 seconds.
So the pilot will have to actually fly very low, and maintain equal speed with the suspect for 3 seconds.
It is easy to avoid an EMP.
When the heli is closing in, just take a sharp turn....or hit the breaks.
The heli is not very effective at turning, its momentum will drive it away from you.
Probably it will hit something because flying low aint easy.
Also, the EMPs and spikes will be limited, so both cops/criminals wont be throwing them away.
They will need to restock it....and there will be a limit of Nail bags you can carry at a time. ( same with EMPs)
I guess 3 Nails and 2 EMP limit.

Yea, I know Klaus, that's why I put a "at least a bit of skill", provided the criminal knows how to turn and drive their car. :P
I mean, if an EMP feature was to be added at all, that might be the way of making it not *too* easy to target.
Once you get used to flying a chopper for a bit you shouldn't have too much trouble. But at high speeds/close ranges, a heli would probably be more difficult to target in than a car, no?
It's not a "once in a lifetime" thing, but restraints would just make it more balanced for criminals as well as cops - that was my thinking.

Your engine will just die out and you will have to abandon your car.

If you watched the Matrix movies, an EMP blast shut downs all machines in range permanently.
I guess the one in NFS HP is same. EMPs fuck up machines by distorting something in their electric system.

So how are you going to make the "Engine fail" ? What will stop the player from re-entering the car and driving off or something? Will you actually blow the car up or what?

Its possible to just shut down the engine, without destroying the car. There is a KillVehicleEngine(vehicleid) function (luckily it is not bugged in PAWN).
I dont think it will be a problem.
The problem is to make it hard to target lock EMP, but i can handle it :)

I guess there will have to be a serious limit on the number of EMPs available, or say the criminals would be out of their 5 cars.

I was thinking about the roadblocks idea. Since you can create cars that won't respawn couldnt we just have say 5 major roads we can put cars on. There won't be any officers there unless they drive but it would be a start.

Make sure you'll not implement bomb-drops from the helicopters, like in Hot Pursuit.

Firstly, car's cannot carry spikes in real life, mainly because they will burst their own tires, aswell as a 40 percent chance it will miss the tires.
EMP? Lol, they suspect can just bail from the car, run around the block with the cops on his ass, get back in his car, and continue driving.
I don't think these idea's are realistic.

Cops have to be within 40m range of the suspect to use EMP.
When a cop fires an EMP, you will get a message
"Officer --CopName-- has targeted your car with an EMP, lose him fast!.
If the cop stays within 40m range for the next 5 seconds,
Your car's engine will die out,
Your car will be locked for next 20 seconds(not bikes).
<OR>
If the distance between you and the cop is more than 40m within that 5 seconds....
You get a message "You have successfully dodged the EMP".
Cops carry only 1 EMP at a time.
They have to restock if they fail/hit.
Also, all this happens only if that cop is in Police Maverick.
And theres only 1 Police Maverick on server
