Honestly I just typed that into Youtube...
Go on Youtube and type. GTA SA How to Install Skin Mods.

If you wanna upload a full modpack at once, you need a program with "Bulk Replace". Or, you could try dragging the skins to the gta3.img file, that works fine. But make sure to make a backup.
Finding a youtube video works.
If it has a SAMI file, just download SAMI from google, install it, run the SAMI File for your mod, direct it to the olcated folders, and press install. TADAAAA.
Use google to get a police modpack.

MMmm SAMI won't allow me instal skin modpacks and there is alot argonath people who got thoose police modpacks working fine,i won't have som surprise whit virus inside :lol:
