Title: Cop spawn

2 ideas.
Everyone here has noticed that all the cops look alike.
Lets make it so that when you pick the VCPD skin you get 1 of 2 skins.
That way some cops will look different.

2nd (this is just a fix) the restock command isn't quite working right.
When you get new guns you don't get the baton

Be sure to send these to [VU]aPPle

The other two (Lance and Tommy cops) are bugged.

baton bug will be fixed on next restart. :)
