Title: Ocean beach ammunation, inactive owner

I'd buy the ocean beach ammunation, /c place 5, but it's owner, [TAC]Blaze hasn't been online since 09/12/2010, and want to know if it can be reset(and if possible the owner refunded its cost) so I can buy it.
If this topic is in the wrong place then move it I don't know where I should of posted it.

The minimum inactive period is 3 months btw..
