So yeah the title explains the issue I am currently trying to deal with.
After I tried that ENB Environment mod, it started causing my game to become unstable and crash, I removed the entire mod and game including IVMP, reinstalled it all but for some reason after I installed GTA IV, 1.0.7.0 Update then IVMP I am having an issue, As I get to the loading screen where it would say "Connected to...." the game freezes up, I have xliveless installed aswell.
GTA IV single player still works perfectly but IVMP freezes up, it seems it may be the graphics models which load after the game connects, as it loads to the airport which may be causing the problem, I am not sure.
If I disconnect the internet connection, it wont freeze at all while saying "retrying to connect..." but as I connect it back it freezes just before I am guessing the "Connected to ... " line shows on the chat bar.
Please if you have any idea on this issue post here even if youre not 100% sure, its worth a try.

Take a look at your GTA folder and tell me, is there a file like d3d9.dll or effects.txt ? If there are, just delete them.

Theres no files with that name, this is also a clean install, I have not added the ENB mod to it.

Yeah but sometimes if you uninstall game some mods are staying in Grand Theft Auto IV folder and when installing again it's working with new one.
Well I don't know how to help you... Maybe you can try cleaning your registry and saves...
START>regedit.exe
[HKEY_LOCAL_MACHINE\SOFTWARE\Rockstar Games\Grand Theft Auto IV]
Delete whole GTA IV directory.
Saves should be in Users\User Name\AppData\Local\Rockstar Games\GTA IV (On Windows 7 or Vista, and you need to have "Show hidden folders" enabled)
Delete them too or cut somewhere else if you bother.
Also delete GTA IV main directory after uninstalling, just for sure! (uninstall game by Windows "Add or Remove Programs")
After that install GTA IV, Patch, IV:MP and xliveless again.

After reinstalling it gets past the freezing issue, but now when it says " Successfully connected " it just stops there and doesnt load anymore, the FPS still go up and down and the water still moves but nothing else happens.

Simply wait when it says "Successfully connected". Sometimes it takes 15 minutes to play for me and sometimes it's loading very fast.

Reinstalled everything again, got it working finally.

Tell me, how many times you went to download IVMP client again?

When you get / If you get the error like that again, Anything that happens when it says *connecting to server...* Is often to do with the client. I have noticed that when a new release comes out, Its diffecult to spot by us if there are any issues, but a word of warning, always try the game in single player first. If this is fine, then be sure to try and download the client again :)
