Title: Decrease/Remove delay between two reports

Its a pain in the ass when you want to report multiple members and you need to wait for 2 minutes ...

I agree.

There are multiple forum rule breaks on a thread, and forum has the cheek to make me wait to report them! EVIL!

This topic has been made before I got the promotion. However, we should really decrease the limit.

I agree. For those who are common members.
We should give them a chance to report more rapid. Harmony sakes.
