Happened to me. My solution,
Revoke license in your game file in Program files/Rockstar Games/Grand Theft Auto 4. There will be an exe file to revoke it.
After, it will tell you to reactivate and reenter the CD key.
After that, download Games for Windows here, http://www.gamesforwindows.com/en-US/download/ (http://www.gamesforwindows.com/en-US/download/)
You will need to to be able to run GTA IV.
IF it doesnt work, let me know

As I already said In game: Patch 7 (1.0.7.0) does not require RGSC.
Try reinstalling your game, without the RGSC client. Just skip to the part where you need to install the Patch and you're set.
Try Driggz's recommendation too.

Working now, thanks :)

How did you solve it? Post it here so others members/players can see and perhaps, solve the issue themselves. ;)

I uninstalled GTA IV with RGSC, then installed everything again, but before installing Patch 7 and IV:MP, I uninstalled RGSC and then I installed Patch 7. After that I installed IV:MP and worked :)
