Make it able to /enter any Police Department

Atm you cant /enter in any place, but I think you will be able at RS2 (?)

As long as there are no interiors, you won't be able to /enter into anywhere :D

Correct.

You cannot enter buildings without an interior set.
Mystery solved, topic locked as there is no further use of it(Until we get map editors).
