That proposal has been posted on ARPD forum, now I post it here.
Argonath Police Traffic Inspection
It will be a department of SAPD, that will be focused on keeping traffic safe and inside legal regulations. The team will work to get street more safe, to diminue the quantity of car crashes, run-off on citizens and to keep State Buildings free of cars parked in front of
Our legal regulations
First of all, the Consitution. After that, the Traffic code, the regulations for SAPD team. And ordinances from Supreme Court
Can I join it? Is it official?
As it's unofficial and only an idea - you can't join, but I'm waiting for an answer from the SAPD chiefs
Traffic inspectors will only check roads?
No, they will help other departements of SAPD, but when no assistance is needed in their area of patrol, they will patrol in search of reckless drivers, bad parked cars and drunk drivers
Traffic inspectors will work as other cops - suspecting and shooting?
No, I will do all the possible to make the APTI the less shooting department - it's a lot better to give a ticket for an infraction, that provoke infractor to evade and open fire on him. If the infractor is a new player, we will recommend him to learn Traffic Code, and law regulations. We will tell him all the basic rules.
What code/name have the APTI members on radio?
I use most of time TI-id that means Traffic Inspector. Maybe the APTI will have also rank of Senior Traffic Inspector
What cars will be used to patrol?
The PD cruisers, maybe in different paint scheme; towtrucks for towing abandoned and bad parked cars.
To be developed

According to Ronnel you do not need authorisation, you are free you create your group as long as they follow the SAPD regulations. You can ofc apply for it to be apart of SAPD but unless you develop it first dont get your hopes up

Good luck.
Work on the topic some more, make it more engaging, so people are interested in it. :)

ARPD, not SAPD. Don't confuse the two.
