Make sure that SA and SA:MP run as administrator access.
Run them in XP or Windows 2000/98 compatibility mode.

Do not use the default \Program Files folder but one that has less 'protection' from Vista.

Check with Microsoft. They will tell you to upgrade to Premium

From there two options.
1. Spend a week or so playing with settings until it works (sort of)
2. Install XP on VMWare or just dump Vista.

Installing on Vista means in many cases installing a program twice. The first time it looks like everything is ok, but if Vista come back with the message 'do you want to install again with administrator priviledges'better choose yes. The protection of Vista inhibits registering DLL and other files unless you tell that yes you are really very very sure that right now you actually are installing this program.
